What type of /program/database is Excel?

I work for a County Public ES. This fall I am looking into creating a
program/and or database for all 430 Students. This program will be used to
view what child has forms missig for regisration, or sorting of race and
etc.... This will will be shared,and will be used so that actual file does
not have to be pulled to get the contact information.
