What's the best way to create a brochure for police?

I am charged with creating a 2-sided three fold brochure.

Audience: local enforcement entities (police, detectives).

Venue: mailing to the LEEs

Purpose: to persuade them to contact the Office of the Investigator General
when they encounter situations with adults with disabilities (MI, DD, PD)
where they have reason to believe abuse, neglect, or financial exploitation
has occurred.

Challenge: get their attention! In face of so many pieces of information
and advertising they receive.

Thoughts?

You shouldn't really be using Word but if you are forced to then set your
page set up to Landscape. Turn off the Drawing canvas and turn on the Drawing
Toolbox Fill two pages with returns, turn grid on and draw two temporary
vertical lines at the page fold positions. Draw some temporary vertical and
horizontal borders and
only use Text Boxes for all your text. You can shuffle them into position
with Shift arrow keys or use snap to grid or use alignment.

Specify Text Wrapping of say tight for all your graphics and pictures so you
can also move them about.

Make the very front look like a parking/traffic ticket with the banner
headline "YES - we can get them as well" and then follow on inside with
"....but that's not what this is about" with a cartoon face saying"...phew"
