When I use a frame template IE's scroll bars disappear

I am trying to use frames for the first time. I used the template "Banner
and Contents" under the frames templates. I can create the pages but I don't
want scroll bars in each individual frame instead I'd rather just have the
standard single scroll bar on the right hand side of the browser's window.

But when I upload the frame page it seems to disable the browser's standard
scroll bar. How do I correct this?

Don't use Frames.
Otherwise not possible.
