When setting a picture as a backgound I get only top

Can anyone tell me that in Frontpage 2002. When I set a picture as a background either as a watermark or not. I get just the top half of the picture. When I preview in a browser I also only get the top half of the pictures its like frontpage does no tscale the picture. Any ideas

Frontpage will not scale the picture.
If the picture is larger than your browser size, you'll only see what the
browser can handle.

eg. Your image is 1024x768 but your browser is set to 800x600.
You will only see 800x600 of your image.

It will not scale down the background image from 1024x768 to fit 800x600.
