Where can you download Microsoft Office Standard Edition 2003?

You can not download any of the MS Office products. You have to purchase
them..

You do realize that the most you can do is to download a trial version? When
the trial is over, you must "pay to play". I'd suggest just buying the
program now and avoid the inevitable discontinuance of service that will
occur when you forget that your time is about to run out.
