Where is the Layout Toolbar?

To be more specific, TAJ cites a layout symbol as a "little used
button" of PPT in his tutorial's section 5 at
http://www.awesomebackgrounds.com/powerpointmenu.htm. It hyperlinks to
the URL in my original post for an explanation.

However, neither this URL (about menus) or the other URL (about
toolbars) explain where to find the button in question. It looks like
an icon with a stack of three rectangles, and according to TAJ, causes
text box objects to evenly space themselves vertically on the slide.

Do you know what the button is called and where to find it in
PowerPoint?

This is one of the "Distribute" buttons. One way to get at them is via the
Draw menu on the Draw toolbar - at the bottom of your PPT screen. Click the
word Draw, drag up to "Align or Distribute", drag over to the next menu and
up or down to the distribution choice you desire. These buttons are only
usable if more than one object on the slide is selected. Otherwise, the
buttons are grayed out.

Wee tiny small nit:
If you click "relative to slide," the align and distribute buttons are all
available even if only one object is selected.
