Wheres the buttons and banners in themes

I want to apply a theme to my webpage. Yet, I cannot find
the buttons and banners that go along with that theme. Any
help would be greatly appreciated. i am using FP 2002.

For nav buttons use: insert, navigation bar
For a banner at the top of the page use: insert,page banner
