Why are only some of my outlook addresses available to use in ema.

When I am emailing and would like to use an address from my contacts only a
small number of the total list of contacts is avialable for use in my emails

You might want to post the information necessary to answer your question.
The minimum would include:
1. Outlook version
2. Mail Account type
3. How you are selecting the recipient (be precise)
4. Which Contacts are not appearing that you think should.
5. How you configured the Outlook Address Service for this profile
6. How many Contact Folders you have in this profile.
