Why Are Public Folders (READ-ONLY)

I have 3 users using Entourage 2004 on an exchange server. however all
of them have READ ONLY access to the "Company Contacts" on our exchange
public folder. Is this a feature shortfall of using entourage or am I
missing something?

By the way if any these users log into a PC with their account they
have ownership rights.

Here is how I fixed the same issue on my Exchange 2003.

First, I updated Office 2004 for Mac to version 11.2.1
Second, I installed the Exchange update from:
http://www.microsoft.com/mac/default.aspx?pid=exupsp2

Now my Entourage users can access (read/write) public folders but only
mail items, calendar and contacts.
