Why can't I add a contact in outlook?

I have a couple of users who can no longer add contacts to their contact
list. Outlook also won't let one of them send to anyone not on the list.
Outlook won't let the other access their contacts when composing an email.
At this point, I am going to reinstall, but since it has happened twice, I
thought I would try to get ahead of the game. Any help is appreciated.
