Why can't I enter anything into "Actual Cost"?? MS Project 2003

I'm very frustrated- I'm entering budgte numbers into my project, and it
won't let me enter anything into the actual costs column. Not being able to
do this is throwing everything off. I've done the options / calculations /
calculation mode is set to manual thing and it still doesn't work.

Help!!

Click Tools - Options - Calculate. Deselect the "Actual costs are always
calculated by Microsoft Office Project" option. Click the Set As Default
button to set this as the default for all new projects, if you wish, and
then click OK. Hope this helps.
