Why do Outlook attachments (Excel, pdf, etc.) open real slow?

I've already tried reinstalling office 2000, detect and repair, antivirus
scan, and
other troubleshooting methods. I would like to remedy this issue, so
Outlook attachments will start opening relatively fast.
