Why do pictures I insert in Word become obscured?

I saw this image in Word 2002 and 2003. It seems to be related to the fact
that I’m inserting an image immediately after the caption for another one.
However, there have been times when I’ve been able to insert them ok in this
situation. The workaround I’ve had to adopt is the insertion of the image
after a heading (as shown under heading 4.4.1) but this is still an annoying
issue.
