why do white areas in raster images print spotty

Images in PNG, TIFF and similar formats get black dots in the white areas
when printed from Excel. Why is this and how can we avoid them?

Transparent images are not spotted in transparent areas but cannot be used
in pre version 7 Acrobat formats
