why does design view look different to preview in frontpage 03

When deisgning a webpage quite often the design view looks completely
different to the preview page. On the design page the layers on the webpage
overlap and in previes they have quite a big gap between them

The Design view is simply for designing. The Preview is for previewing. The
requirements are similar, but different, so they look similar, but
different!

sizes, you will probably see even more differences.
