Why does every new user need the Office Setup CD?

On new Windows 2000 machines, I log in an the Administrator to install
Office 2000.

However, when each new user logs onto the machine it asks for the Office
2000 CD to install something. Since I keep the CDs locked up this is a real
nuisance.

Is there a way to install it on the machine in such a way that it doesn't
ask for the CD????

I usually do a custom install, and add the toolbar. I have found that if I
tell it to install everything there is one file it says it can't find on the
CD (it's there!) and the install aborts.

There has to be a trick to this, laptops we get with Office on them don't
require the CD for new users...
