Why does Publisher 2003 makes all hyperlinks "active content?"

All hyperlinks created in Publisher 2003 are blocked by Internet Explorer as
scripts or ActiveX controls, even links to picture files or other pages in a
web site. I don't understand why this is happening.

Are you viewing the file on your computer or on the web?

I think Internet Explorer classes any hyperlink as active content if
it's on an HTML page on a local drive. I know I get warnings when I open
pages from DVDs that contain nothing but hyperlinks.

Thanks for the info, Ed. I was not aware of that but it makes more sense now.
