Why is 100% viewing in publisher bigger than a sheet of paper?

OK, I've used word and publisher for a long time but always thought 100%
viewing meant it was showing the actual size of the document. Obviously this
is not the case. What is it 100% of, or 50% etc? Thanks for any replies. This
really is a serious question!

Publisher assumes that your screen is at a certain pixel density (96ppi,
I think); 100% would display at the size of the paper if your screen
matched those characteristics. Also it is 100% of the size that a web
publication will export at.
