Why is the tab key suddenly not functioning to increase indent?

For two years I've happily used the tab key to increase indent and shift-tab
to decrease indent. All of a sudden it no longer works, and Word will not
allow me to assign those strokes as keyboard shortcuts. Any answers?

first-indent with tabs and backspaces."
