Why isn't the Assistant animated having upgraded to Office 2003?

Having upgraded from Office XP to Office 2003 the Office Assistant is no
longer animated, and the "Animate!" option is missing from the right-click
menu. On another machine which has a clean installation of Office 2003 the
Assistant works as it did with Office XP, i.e. is animated, and the option
appears on the right click menu. Both machines are running Windows XP SP2
and Office 2003 SP1.
