Why would a command in Access be unavailable?

Why would a command be unavailable in one database and not in another?
All preferences are the same.
How do you enable a command?
The specific commands I an strugling with are
AddFromOutlook and SaveToOutlook

On the machine where it doesn't work, maybe you're missing a reference to
the Outlook library? (guessing)

Well, possibly, except that the Microsoft example databases that use the same
function work on that machine. All the preferences settings are the same.
