The open source program saves documents created in 'writer' as a .odt or a
rtf , will MS word or office open this without taking any additional steps.
If sent as an attachment in an email can a resume be opened by the receipent
with a standard double click?

Microsoft Word can support .rtf format so yes, unless you send using some
arcane extension, which might disqualify you for consideration for the job
in question. Always best to ask the recipient what formats are acceptable.
