Window focus wierdness

We have several (but not all) users that are very
frustrated by what I think is refered to as the "z
ordering" problem in Outlook 2000. The symptoms are that
you open Outlook. You then open an email (preview pane is
turned off) by double clicking on it, and the new window
shows up under the main Outlook window (the main Outlook
window still has focus). The only way around this is to
minimize the main window. We are running Outlook SP-3
(9.0.0.6627).

Any suggestions??
