Windows Installer 3.0 and Office 2000 Setup

I recently downloaded Windows Installer 3.0 RC1 (because I am part of the
Windows Update V5 Beta Test) and after I enter the CD Key, my Initals and
name, it gives me an error saying the Windows Installer Service cannot be
accessed. It works for other MSI Files, but not for Office. Can anyone
help?
