WININET.DLL - Can't add reference to the specified file.

Internet: Request Response Functionality

windows/office 2000
up to date SP's and patches

Get the subject line info when trying to add the .dll in
the vbe refences tool.

Trying to use for address validation in conjuction with
the us postal service webtools api's.

Anyone know the cause and/or cure?
