I have a problem with "winmail.dat attachements".

When I double click it I always get the message:

Conversion is completed. To load the plug-in in the Chinese input
Method, please put the converted data file into
~/Library/ChineseInputMethodplug-in folder and re-login to the computer.

With

Save Location: -Current folder
~/library/ChineseinputMethodplug-in

I have tried to find a way to resolve this but nothing worked.

Anyone can help me out with this?

As far as I know, Outlook (not Express) on a PC is the only program that can
open these. Despite the fact that it is a Microsoft format for encoding,
they do not allow any other product to decode these attachments.

Get the sender to resend it as a MIME attachment. (And neither you nor they
know how to do that usually, but it can be done.)

Welcome to the world of Microsoft where any standard can be mutilated.
