Word 2003 refuses user's settings for spacing between sentences

I am using the French version (Canada) of Word 2003. I am trying to convince
Word to automatically reduce two spaces to one between sentences. Going into
the Speller options, there is the possibility of choosing Do not check, one
space, two spaces. Curiously, Word refuses to accept the setting for one
space. Similarly, if I change the language setting to English, this option
(and others) also reverts to a default setting which is not what I want. The
program always refuses to accept the user's setting. Is this a documented
bug? Thanks.
