Word 2003 "This document could not be registered"

what services need to be running in manual or automatic to get past this
error message? "This document could not be registered. It will not be
possible to create links from other documents to this document."

I cannot drag and drop text.

Word 2003 SP2
windows xp media center edition version 2002 sp2
