Word/Index and Tables/Short Citations

I want to create a Table of Authorities and use short citations. I open up
Index and Tables, Table of Authorities, Mark Citations, hit Next Citation,
highlight the cite, click inside Selected Text, chose Category, make changes
in Short Citation box but each time I do this, it comes up in the Long
Citation box and when I generate the table, it generates the long citation,
which I do not want. Please advise what I am doing wrong.

You only mark the citation one time (at the first occurrence), create the
short form and click on the option to Mark All. This usually works pretty
well, but I always went through the document and check to make sure all the
short forms were indeed marked.
