Word Security Settings do not apply from Transform

Im trying to enable "Warn users before saving, printing, or sending documents
that contain tracked changes...". In the transform setup I have selected to
apply this setting by using the check mark. Yet after installing office with
the transform this option is not applied. Ive even created a Maintenance
wizard file with the same setting enabled with no luck.

Is this a bug or am I missing something?
