Word; Unable to expand menu.

I have a bit of an odd problem within Word. I have a new Word document
loaded on which I want to insert a table, but when I goto Table>Insert the
Insert menu wont expand?

If I start Word using winword /a then the command works fine. I've tried
recreating Normal.dot but with no effect. Has anyone come across this
before and know a fix?

PS. This is on a fully patched Windows XP Pro SP2/Office 2003/SP3 system.
