Working in MS Word 2000, when clicking the File / Open option the File Open
dialog will place the cursor at the first file in the list, where you expect
that the first folder would be selected. How is this behavior controlled?
How is it changed?

How is it changed?
It's controlled by the Office program (all Office files share these common
dialogs, such as Open, Save As, etc.) and there's no way to change it.

If you type .. (period period) into the File name box, press ENTER, then
Shift+Tab you'll show a list of folders, only, and the first will be selected.
