I have set my work week hours from 8A-6PM, and yet the calender starts at 1AM...how do I get it to display starting at 8?

Actually, it ranges from 12:00 a.m. to 11:59 p.m. 1:00 a.m. just happens
to be the first numerical marker.

Once you've set your work hour range then you should see a difference in
color for the range versus hours outside that range. Color contrast in
the Entourage Calendar is very muted.

However, anyone looking at your free/busy schedule should see your
working hours just fine.
