Are any programs available in which pocket PC acts as checkbook register and
sync's data with desktop for accounting/tax purposes?

If you have either Microsoft Money or Intuit's Quicken, there are Pocket PC
versions of each (although Quicken's is paid) - Pocket Money is free to
users of Microsoft Money for the desktop.
