xml document must have a top level element error when synchronizing web administrators

I am getting "xml document must have a top level element" error when I
try and synchronize web administrators. I switched the default
template back to the standard MSP template and I still get the error.
I have also re-loaded our custom template and that did not resolve the
issue either. Any help would be greatly appreciated.

Does anyone have a clue about this? I have seen postings going back to
2004 with no answers. This has been working for well over a year and
now we are getting this error. There are no errors in the event log.

I have reapplied the template, restarted the servers, cheched every WSS
site link to validate the link, but nothing.

Even a general direction to look would be helpful.
