XP outlook out of resources and still network hangs

I got a weird error message on Outlook XP. I seem to get
it reproducably.

If I drag a .pdf file from "My Documents" to drop on the
HTML email I am composing, I get an "Out of resources"
message.

What the heck does that mean in the context of Windows
XP/Outlk XP?

I have no folders open in outlk, I have tried it with no
other programs open (my memory stats claim in 1000K's
Commit: total 235 limit 1019 Peak 477,
physmem: total 524, avail 309M, cache:233.

outlck is using 27720k with vm size of 10140k, 557
handles, 10 threads.

So it's hard to see I'm even close to any limits...?

But ...MORE ODD...

If I do a file insert of the file, it not only works, but
it shows the original file I _tried_ to drop on outlook --
i.e. if I dropped it once & insert, I see 2 copies, if I
drop it twice then insert, I see three copies.

So the files are being attached, but I'm getting error
messages. Amusingly, I still have the extended alerts
enabled and did a "report to MS"...it took me to a page
saying they had gotten tired of receiving all the
feedback and had disabled the feedback program and to
remove the extended alerts...:)

MS wants me to upgrade to Otlck 2003, but they can't even
make 2002 work, and then they add a bunch of new features
in 2003 and want me to try it? HELP!

Can't they just fix the software they have?

I also, BTW, still have problems with my outlook randomly
hanging on network connections after a few IMAP
transactions. It will work some random number of times
then it will hang.

I needed to move some files from my "Sent Items" folder to
the IMAP server, I'd be able to move as many as 3 but
sometimes as few as zero before outlook would hang.

Anyone else seen this? I thought it was the shlwapi.dll
file replaced by the dcom fix, but it turns out that the
problem still happens with the older version -- just less
frequently....must be another problem and shlwapii.dll
just exploited the timing window more...
