2005 Election Day is wrong in Outlook calendar-Tues after 1st Mon

Outlook notes the 1st Tuesday in November as Election Day in the US. Infact
it is the 1st Tuesday after the first Monday. In 2005 it is Tuesday, November
8.

That's where it shows up for me in Outlook 2003: November 8.
