Background graphic doesn't fill the page

Hi, I ceated a graphic that's 8.5x11, for the background of my cover page in
Word 2003. I can't get it to fit the page, though.. under Format Picture,
the size is smaller than that, and then in Print Preview, there's a huge
amount of white space at the top.

If in Format Picture I change the size to 8.5x11, then part of the picture
gets cut off.

I know that there's going to be some white space around the edges in Print
Preview, and I won't see full bleed there, but the picture is really coming
out too small, and I can't figure out how to resize it to fit the page.

You can insert a picture with text wrapping (Behind Text, for example) and
size it to fill the page, but part will still be cut off in Print Preview
because most printers have an irreducible nonprintable area required for
paper handling. This area is usually largest on the trailing edge (see
http://word.mvps.org/FAQs/Formatting/BottomsDontPrint.htm).

Even printers that claim to print "borderless" will require you to change a
specific setting in the printer Properties in order to do so, and many of
them offer borderless printing only for smaller sizes (up to 8" x 10", say),
sometimes using a special carrier for the purpose.
