Background Picture is shrunk to 75% its original size

When I insert a jpg as a background picture in a word document
(Format/Backround/Fill Effects.../Picture), the size of the picture is
shrunk down to 75%. In my situation, it's a 6x8 page size, I insert a 6x8
image file, and the file does not cover the entire page. I have
double-checked the size of both the page and the image. So, right now I am
just increasing the size of the picture to 4/3 its original size and when I
insert it it is the correct size.

Does anyone have any clue why it would do this? I have a lot of images to
import and it seems unnecessary and a waste of time for me to resize every
image.
