Block users from seeing calendar from meeting request

When you setup a new meeting request from your calendar and you invite
people, if you go to the “scheduling†tab and put your mouse over the blue
line next to the invitees name, it will show you all the meetings they have
that day and the description they entered.

Is there a way to block the person who is setting up the meeting from seeing
what's on the invitees calendar?

We use Outlook 2003

They can either not publish their free/busy information, they can mark the
meetings private, or they can change the permissions on their calendar
folder.
