Can't send emails on new PC

I bought a new PC Windows 11, installed Office 2019, but when I send email I get "outlook cannot connect to your outgoing (SMTP) email server".

I check my old computer which works, and it shows:
File / Account-Settings / Server
-Incoming / tick only “This server requires an encrypted connection”
-Outgoing / Encryption=STARTTLS and tick “My Outgoing…”, “Use same”

I applied same settings to new PC, also Windows 11, Office 2019, but I get above error.

Any advice please, as I really need to be able to send emails.

If it helps:
-I did a scanpst, and Outlook still doesn't send
-I sent a test email using webmail and that did work.
-my old PC sends emails fine at home (NBN), but when we go away, same error as above when sending (receiving is ok).

Should I pay $ and get a PST repairer? Are they better than scanpst?

Solved
I uninstalled pesky Proton (caused many googles to get blocked)... I then rebooted, and now I can send emails. Phew!
