Customized toolbar in MS Office resets to default.

If I close MS Office and open it again later without rebooting, my customized
MS Office toolbar has reset to the default toolbar. My new toolbar does not
show up in TOOLS>Customize>Toolbars. The box in Options to show recently
used commands first is NOT checked. I have to restart my PC to retrieve my
toolbar.
