dll file could not be installed or loaded on startup

I have outlook 2003 on a terminal server. Whenever I open the database I get
an error message which states "the add in c:\program files\symantec
antivirus\vpmsece3.dll could not be installed or loaded. It suggests that I
do a detect and repair but I get a message which states that this cannot be
done on a Windows 2003 server. Any idea how to make this error go away?

My short answer to your issue is to get rid of Norton and any Symantec product. Norton is a virus by itself and this is a personal opinion. Install AVG or Nod32 or similar that is free and works as good if not better than Norton
