error 1913 Mapisvc.inf missing

While trying to reinstall my office 2003 programs after my trial of office
pro 2007 was over I keep getting this error,
"Error 1913 Setup cannot update file C:\ Windows\ systems32\mapisvc.inf
Verify that the file exsits in your system and that you have sufficient
permission to update it."
I am the admin on this computer, heck i'm the only person on this computer.
I have full control! I went and looked for the mapisvc.inf file In the
windows32 files and it is indeed gone. How or why it went missing I have no
idea but it is missing. Does anyone know how I can replace it so I may
reinstall my office programs.

You cannot create a new MAPI or messaging profile in Outlook 2003 after you
remove Outlook 2007 from the computer

This work around did not work I am using Vista Business and I can not find
the mapisvc.inf file to start with. That is the major problem! I thank you
for your help Mary! I need to find out how to get this taken care of It is
deffantly a problem. I seen on other sites where they have a vote going to
have Microsoft to take care of this problem. so it isn't just me, lots of
other people are having the same error I am.
I home we can get it fixed! I tried openoffice.org ... but it was like using
something from the 80's.

According to this article your file is installed when you apply the Service Pack
