Error 623: system couldn't find phone book entry for connection

When I open Outlook I get the following error message: 'Error 623: The System
could not find the phone book entry for this connection'.
Also during Outlook Send/Receive Progress the following errors are reported:
Task 'Hotmail-Sending' reported error (0x8007026F) 'The system could not
find the phone book entry for this connection' &
Task 'Hotmail: Synchronizing headers. 'reported error (0x80048002) 'This
task was cancelled before it was completed'.

What does this mean and how can I fix it?
