Error accessing language settings

Office 2003 SP1 on XP Home SP2.

I get the following error message when I try to access Language Settings.
First, I get a "Configuring MS Installer" dialogue. It then fails with this
error message.

Detection of product '{90110409-6000-11D3-8CFE-0150048383C9}', feature
'SetLanguageFiles' failed during request for component
'{6720E9B2-D5AA-43A5-B9D4-F8921A51C1A8}'

Has anyone seen this? Searches on the MS KB, Google, etc. turn up nothing.
