error message when opening excel, outlook, or word

I am running Office 2003 Professional SP2. I get a very strange error
message when using the standard shortcut from the start, programs, Excel,
Word, or Outlook. The error message is a small dialogue box the says Problem
with Shortcut and has three squares in the middle. If I go to c:\program
files\microsoft office\office 11\excel.exe it works fine. Also, since this
started, if I double click an Excel file nothing happens.

I have run a repair with the same results. I have removed Office and
Reinstalled Office and the same thing happens.

The exact message, I wish I could print screen, is a dialogue box that says
problem with shortcut as the title in the small dialogue box. Inside the
dialogue box it states -$ÂÂ . Like I said, a strange error message.
