EULA pops up everytime I open an office 03 app

I am logged on as an admin. I am using Vista. I am hoping not to have to
go into the registry to repair this problem. If I right click on an office
app in the start menu then click properties I can get a security tab. I
allowed "full control" in all apps, and still have to accept the EULA
everytime I open the apps.
I have only been using Vista a week and have had more issues than I had
with XP since it's been out. I did not have this issue on XP. Any ideas on
how I can fix it without going into the registry?
