Getting Internet Explorer to open from a URL in an E-mail

I'm sure there is a simple fix for this but I couldn't find it with a search
in the MS website.

Situation....I get E-mails with a URL links in the text. At my office, I
click on the URL link and Internet Explorer opens automatically at the right
web page.

At home, I click the URL link and nothing happens. I have to open Explorer
independently then click on the URL link and the right web page comes up.

Question....what do I have to do on my home computer to get it to treat
E-mail links the same way that they do on my office PC?

I didn't decide anything....I simply don't have it because I'm not home.

Microsoft seems very good at creating general bulletins for all versions but
with sections for instructions that are unique to specific versions of their
software. I thought someone might be aware of a bulletin that would answer
that question for any/all versions.

If not....this seemingly easy question is harder than I think.

There could be many answers. Assume three Windows Versions, two current IE
Versions, and four Outlook versions. That's 24 combinations. Milly answers
many questions, but it is easier to give the correct answer when those
variables are known. By the Way - This is not Microsoft, but a user to user
newsgroup for receiving and giving help.
