Help - Unable to Adjust Actuals

Currently our PM's create a project and assign resources to tasks. When the Resources input there %complete on a weekly basis we would like to have an email sent to the Team Lead and allow the Team Lead to adjust actuals for %Complete in Project Web Access and allow the PM to Approve the Tasks. We do not want the Team Lead to connect to the server using Project Pro, we want to limit them to web access. We use Project Server 2003.

After reading through the documentation we created an RBS structure that has the Team Lead at a top level with his resources at a level underneath. The Team Lead has been assigned all security groups(including Resource Manager). The Team Lead has also been assigned Adjust Actuals and View Adjust Actuals permissions. When the Team Lead selects Adjust Actuals under Resources in the web view they can see the %Complete input from the resources but it is in blue and cannot be modified. How can I get the Team Lead to adjust actuals? Also, how can I get an email sent to the Team Lead instead of PM when a resource updates %complete?

Any help is greatly appreciated.

Jessica:

A Project Manager's ability to update plans is not affected by the timesheet
approval process. It kind of sounds like you might want to consider using
the delegation feature which creates a two-stage approval cycle. If all you
want to do, in this case, is grant these folks the permission to change the
actuals, then you need to add them to both the Team Lead *and* Resource
Managers groups with the approach you're taking.
